I am an educated, employed professional. I moved here with my family last year and chose this complex because it is close to my job. It is very close to downtown and the beach. The view is outstanding. Those are the ONLY two positive things that can be said about Windward. These apartments are at least 25-30 years old and they show it. Recently the new owners have spent thousands of dollars to remodel the outside-the tennis courts, the pool, painting, etc. But it is money poorly spent if inside your apartment your air conditioner isn't working, your fan is broken, your toilet doesn't flush, your electric sockets aren't working, etc. Normal wear and tear happens but this is very serious neglect and incompetence. For quite a while the head of maintenance was obviously selling off new equipment (stoves, fans, etc.) and simply moving used equipment and appliances from an empty apartment to a rented one. Apparently the whole complex was in on the scam and they have all been fired. In the 13 months I have been here there have been at least 15 employees come and go. The current manager is a nice girl. That is the best that can be said. Perhaps less smoke breaks and less buddy-buddy with residents that clearly break the rules would make her appear more effective. The other office staff are obnoxious-and that is the best that can be said about them. The two maintenance men are again, nice, but ineffective. They continually say that they will arrive to fix your maintenance requests, then never show up. When they do, it will be a small miracle if they actually fix anything. In the 13 months I have lived here I still have requests from the month I moved in. I suppose it must just be beyond their skill, but in that case it might be time to pay an actual professional. In the last 6 months people have been moving out in droves. People are moving in, but yikes! There are 3-4 adults (by adults I am saying 19 year olds) in a one-bedroom apartment, there are people with two enormous dogs that are never leashed and never cleaned up after, there are people that bring their dog to the pool area and the maintenance man will actually encourage the dog to swim in the pool, there are people that will blast music at 3 in the morning on a weekday. These are not quality residents, they are not respectful, they do not follow the rules of the complex. No one cares. Unless you are looking for a complex where you can let your dog free and don't want to clean up afterwards, a complex where you can make noise at all hours and care less about your neighbors, you want to hang around other unemployed bums drinking from noon on at the pool, then this isn't the complex for you. Before you sign a lease, spend a day at the complex and you will run, not walk away.
